Site Assessment
Site Assessments
Environmental site assessments are a standard part of nearly all real estate due diligence, including refinancing, purchase/sale, or insurance. Goldman Environmental Consultants designs and implements site assessments to evaluate whether a release of oil and/or hazardous materials (OHM) exists. GEC conducts assessments for financial institutions, manufacturers, real estate trusts, industry, state agencies and homeowners on properties throughout New England and across the United States.
Wetland Permitting
Goldman Environmental Consultants has extensive knowledge of wetland regulations and experience with projects requiring delineation and permitting of work proposed in and around wetland resource areas at the local, state, and federal level. GEC develops permitting documents and applications including those required for the Wetlands Protection Act (e.g., Request for Determination, Notice of Intent), local bylaws and the 401 Water Qualityand 404 Army Corps of Engineers permits. Because several of GEC’s staff are, or formerly were, wetland regulators or Conservation Commissioners we know of the process and understand conservation commissions’ expectations maintaining credibility before regulating bodies. We not only understand the “letter” but also the “spirit” of the regulations. In addition, GEC managers play a significant role in local, state, and federal legislation and regulatory program development.
Mold Assessment
Goldman Environmental Consultants understands the consequences of mold contamination and offers effective remediation strategies. GEC custom tailors Mold Contingency Plans as well as remediation projects. A GEC Mold Contingency Plan is a customized, written plan outlining the steps to prevent moisture and other conditions favorable to mold-growth. Our clients favor such plans as a means of monitoring and mitigating potential mold issues before they become a bigger and more costly problem. GEC also provides guidance on properly addressing moisture problems and remediating mold. GEC personnel include Certified Mold Assessors who can determine the severity of the contamination on a case-by-case basis. GEC is well versed in the variety of problems caused by mold contamination and the effects it has on tenants, homeowners, landlords, lenders, insurers and builders.
Brownfields
Goldman Environmental Consultants know Brownfields – the opportunities they present and the challenges they pose. GEC conducts site assessments and remediation in support of Brownfield acquisition and redevelopment for buyers, developers, lenders and borrowers. Brownfield investigations range from assessments as part of corporate divestiture, asset disposal and liability quantification to remediation and redevelopment expertise including remediation design and implementation, risk characterization and site closure and redevelopment. GEC understands Brownfield regulations and the unique challenges and opportunities that these properties represent. We work with our clients to facilitate the transition of properties from a contaminated and distressed condition to one that is vibrant and productive.
Oil & Hazardous Material
Oil & Hazardous Waste Material Release Response
GEC conducts investigations and assessments to identify, characterize, and, if necessary, remediate oil and/or hazardous material (OHM) contamination. GEC designs and implements its investigations and assessments to state and federal regulations, policies, and guidelines pertaining to OHM. GEC completes a broad range of response actions required for both simple and complex OHM releases. GEC develops a cost-effective and innovative approach to release investigations and remediation, while keeping an eye towards the possible outcome of the investigation, regulatory implications, current and potential future site use, and also the client’s resources.
Site Remediation
Goldman Environmental has extensive soil and groundwater remediation experience. GEC uses traditional remediation techniques including contaminant excavation and removal or standard spill response techniques where appropriate. GEC is also aware that remediation technology is in constant development and will implement innovative remedial technologies when appropriate. GEC’s staff of professional engineers, geologists, toxicologists and other scientists are adept at determining first, whether remediation is necessary, second how much remediation is necessary, and finally, the most technologically and cost-effective way to implement the remediation. GEC ‘s capabilities include remedial system design, purchasing, installation oversight, operation and maintenance.
Risk Assessment & Characterization
Goldman Environmental Consultants conducts risk assessments and risk characterizations to support a range of environmental regulatory programs. GEC uses risk assessment to support Brownfield redevelopment, regulatory negotiations, purchase and sale decisions and other business decisions. The complexity of GEC’s risk assessments range from simple screening level comparisons, to chemical-based numerical standards, to complex, site-specific human health risk assessments considering a wide range of oils and hazardous materials (OHM), environmental media, and human and environmental receptors. GEC’s services with respect to risk assessment include Site-specific risk characterizations for hazardous waste sites, Imminent Hazard Evaluations, Substantial Hazard Evaluations, Indoor air risk assessments, Risk assessments in accordance with CERCLIS/SARA and various state programs, Level I Environmental Screening, Level II Environmental Risk Assessment, and Ecological Risk Assessments.
Litigation Support
Goldman Environmental Consultants provides litigation and mediation support services throughout the Northeast. GEC provides trial preparation and mediation preparation assistance, expert witness services, assistance for deposition preparation, depositions, mediation testimony, courtroom testimony, and assistance for the preparation of technical pre-trial documents. GEC’s senior staff, including our Licensed Site Professionals, Professional Engineers, Risk Assessors and Certified Hazardous Materials Managers, use their collective experience to assist clients in negotiations, investigations and cost recovery to support plaintiffs or defendants in environmental lawsuits.
MCP/LSP
Massachusetts Contingency Plan / Licensed Site Professionals
The Massachusetts Contingency Plan (310 CMR 40.0000) describes how environmental cleanup is conducted in Massachusetts. GEC has all of the staff necessary to complete your MCP project. GEC’s Licensed Site Professionals (LSPs) were instrumental in the development of MCP revisions and LSP program design. GEC’s risk assessment capabilities are well respected as being thorough, rigorous and most importantly, defensible. GEC goes to great length to assure that assessment and remediation is completed in accordance with current regulations, policies and guidance for regulatory compliance while assuring our client’s interest is not compromised.
