Oil Spill Response Limited (OSRL) services

Response Services

Response Expertise: We have a diverse portfolio of people who have the practical skills and experience to assist and support our Members during a spill response and are trained in using the Incident Command System (ICS) structure. Since 2011, we have been using ICS as our primary management tool at our bases and in-field to facilitate a response that effectively meets our Members’ needs.

Oil Spill Contingency Plans (OSCPs) Services

Oil spill contingency plans (OSCPs) are a fundamental component of the oil spill preparedness process. A contingency plan is a tool to assist in the effective response to an incident and comprises the actions that an organisation needs to implement.

Oil Spill Modelling Services

Oil spill modelling provides useful information in risk assessment and the contingency planning process. Following identification of the worst case spill scenarios, oil spill modelling can assist in the identification of resources most at risk. The identification of these resources can assist in the appropriate prioritisation of sensitivities.

Environmental Sensitivity Mapping Services

Sensitivity mapping is essential to the oil spill contingency planning process as the modelling results can predict and indicate sensitive areas and resources that are likely to be impacted in the critical period. Through our own in-house expertise and tools, we can assist in developing and producing GIS-based maps. These maps illustrate the environmental and socio-economic data for locations ranging in scale from an entire country`s coastline to a small local area in the vicinity of an oil-handling facility.

Personnel Support

Specialist Personnel Support: Mergers, restructuring and the drive to maximise delivery at reduced cost has led to major structural changes in many oil and energy companies. Many are experiencing a shortfall in experienced and skilled oil spill response personnel, putting the industry under severe pressure as it strives to improve its operational efficiency. We have thus increased our capability to provide specialist support for long and short-term periods for Members’ in-country operations.

Equipment Hire Services

We supply Tier 1 and 2 equipment to help customers ensure rapid response during an oil spill incident. In 2011, packages were deployed to countries including Australia, Cote D’Ivoire, Cuba, Ghana, the Falkland Islands, French Guiana, Greenland, Liberia, Mozambique, Tanzania and Timor-Leste. Equipment is identified and tailored according to the risk profile of the operation, regulatory needs and resource availability in the region.

Turnkey Solutions

We can implement and run a Member’s Tier 1 and Tier 2 response infrastructure. We have a number of such long-term contracts currently in place including Ghana, Cote D’Ivoire, and Nigeria. In Cote D’Ivoire and Nigeria, we provide offshore response equipment (booms, recovery and storage systems) together with training and maintenance services. The equipment is deployed onboard support vessels to ensure a rapid response to an incident. The equipment supplied is packed in certified offshore containers.

Capability Reviews For Oil Spill and Emergency Response Management

Capability reviews are the first stage in assessing your oil spill and emergency response management preparedness for your operations. The review includes the following key elements: Knowledge and skill of your personnel. Oil spill and emergency management organisation. Risk assessment. Tier 1 capability, and Tier 2 and 3 arrangements. Training and exercise programmes.

Exercises and Drills

Testing response arrangements and incorporating lessons learnt into contingency planning can ensure that your operation’s capabilities are effective and response-ready. Exercises also bring together the personnel likely to be involved in a real incident, developing working relationships and encouraging teamwork.

Post Spill Management Services

A properly managed oil spill quickly develop into a longer term project phase which requires strong technical awareness and sustained corporate commitment to achieve success. Tapping into the experience of our teams enables us to complement our proven emergency response services with project assistance in areas such as post-spill monitoring programmes, remediation of habitats and waste management.
