Environmental Permits & Plans

Air Permits

SOURCE has prepared both federal and state air quality permit applications for client facilities located across the nation. All permit applications are prepared by experienced environmental consultants with engineering degrees and scientists who have extensive training in quantifying air emissions from a wide variety of sources. Highly qualified senior personnel at Source maintain close working relationships with federal, state and local agency personnel, enabling them to negotiate permit terms and conditions effectively on behalf of the firm`s clients. Most importantly, the project team structure of Source enables its consultants with engineering degrees and scientists to provide immediate, individualized response to client problems, which aids both in communicating information and in expediting progress on each permit application.

Wastewater Permits

Wastewater permit applications including National Pollution Discharge Elimination System (NPDES), storm water discharge and state and local water district permits are prepared by the Source engineering staff. These wastewater permits are usually prepared for industrial clients who often rely upon Source to (1) assist in the conceptual design of treatment facilities, (2) help develop vendor bid specifications, and (3) aid in the selection of engineering firms to perform the actual design and construction of wastewater facilities. The Source staff, in conjunction with TEAM technical personnel, also perform wastewater monitoring and sampling services.

Hazardous Waste Permits

Source provides environmental consulting and permitting services to clients for the design, construction and operation of hazardous waste storage and disposal facilities. During the 1980`s Source was actively involved in the preparation of RCRA Part A and B hazardous waste permits for facilities with above-ground tanks and drum storage areas. Now that most existing facilities have their permit applications filed, Source concentrates its hazardous waste services on preparing permit amendments and hazardous waste site closure plans. Source also has exceptional qualifications and experience in performing air quality services for hazardous waste facilities. This includes air emission calculations, control technology analyses, atmospheric dispersion modeling, air quality impact analyses and expert testimony. Source is often used by other engineering and consulting firms to prepare the air quality portions of their hazardous waste permit applications.

Miscellaneous Permits and Governmental Filings

Because Source works with governmental agencies and regulations on a daily basis, the firm often prepares, submits and negotiates miscellaneous permits and governmental filings for its clients. These permits and filings include environmental impact statements for the U.S. EPA, filings and statements for the Federal Energy Regulatory Commission, dredge and fill permits for the Army Corps of Engineers, as well as local flood control permits, solid waste permits under state health department programs and miscellaneous other permits and filings in compliance with federal, state and local regulations.

Air Quality Services

Atmospheric Dispersion Modeling

Source prepares atmospheric dispersion modeling studies when required for air permit applications or upon request of its clients. These studies are performed to determine if harmful air quality impacts will occur either during routine plant operations or plant emergencies. Source maintains an extensive library of air modeling guidelines, textbooks; and manuals, as well as all EPA approved modeling codes and associated computer software. These modeling codes include standard and special purpose EPA regulatory models, state developed models, vehicle emission models, numerous screening models and various emergency release models. Current modeling information is always available for use by Source via a computer modem connection with the air modeling `bulletin board` of the U.S. EPA .

Air Emissions Inventories

Accurate knowledge of a facility`s air emissions is important for regulatory purposes, for determining available emission offsets and for developing permitting strategies. During the past five years, Source has prepared nearly 200 air emission inventories (including the air emission sections of air permit applications and SARA Toxic Release Inventories). These inventories were for facilities ranging from very large chemical complexes to small manufacturing plants.

Ambient Air Monitoring

The Source staff can manage or perform ambient air monitoring for all criteria air pollutants, as well as for non-criteria and hazardous air pollutants. Source works with associated firms to set up and maintain continuous monitors in the field. On these projects, Source performs the data reduction and processing services by reducing data From strip chart recorders, as well as from digital data loggers. As part of its monitoring services, Source also performs community noise exposure studies by integrating sound level meters, meteorological equipment and data loggers. Statistical summaries, pollution roses and wind roses are also prepared from data collected during monitoring efforts.

Air Emissions Control Technology

An analysis of air emission control devices, called a Best Available Control Technology (BACT) analysis, is required for most air permit applications. Through continuous review of pertinent literature, frequent contact with equipment suppliers and by use of the EPA `BACT Clearinghouse`, the environmental consultants with engineering degrees and other specialists at Source maintain up-to-date knowledge of the operations, costs and efficiency of all currently available air emission control equipment. The Source environmental consultants and scientists pride themselves on being ahead of other consultants and environmental agency personnel in their knowledge of new developments in air emission control technologies. Other engineering and consulting firms often use Source consultants with engineering degrees to prepare the BACT portion of their air permit applications.

Air Emission Source Testing and Continuous Emissions Monitoring

SOURCE performs emission source testing using equipment and sampling teams located in Houston, Texas or by use of Tracer Technology sampling teams located in San Marcos, California, or by working with associated stack sampling firms. Source and its associates have performed stack sampling projects for numerous emission sources, including chemical plants, asphalt batch plants, power plants, cement plants, wood mills, incinerators, cogeneration facilities, refineries, smelters and electroplating plants.
