The objective of a Phase I Environmental Site Assessment (ESA) is to assess the risk of potential environmental liability at a property associated with current or historical activities at the site and neighbouring lands.

Designated Substances are those substances designated hazardous by law by the applicable provincial and/or federal legislation.  These substances are defined in the province of Ontario under the Occupational Health and Safety Act, as the following:

Risk Assessment Service

While Ontario Site Condition Standards or other regulatory remediation standards provide cleanup targets that can be applied at the vast majority of properties, these values are based on conservative assumptions that may overstate the risks/hazards a particular chemical may pose to human health or the environment for many sites.  As a result, at some locations remediation to “generic” standards may impose an unnecessary financial burden on the property owner.
