Spill Prevention, Control and Countermeasure (SPCC) Plans are a regulation of the Environmental Protection Agency (EPA) designed for the prevention of oil spills reaching navigable waters. Oil and Gas facilities must specify and implement spill prevention and control measures in the SPCC plans as required by 40 CFR Part 112. The EPA periodically conducts on-site inspections to ensure that facilities meet the terms of the spill prevention, control and countermeasure regulation. These inspections help ensure proactive measures are specified and followed for the prevention of an oil spill. Oil spill prevention is the first of three criteria that must be in the plan.

The goal of Tier Two reporting is to protect the public and environment by providing current and accurate information about hazardous chemicals contained at facilities. The reporting deadline is usually March 1 each year. Different States will have their own filing forms, additional requirements and fees.
