Hibbard Inshore has a wide range of experience in projects involving either permanent or temporary plugging of holes in problem areas such as flooded shafts or tunnels. After consulting with the customer, Hibbard Inshore performs a detailed inspection of the area, taking measurements of any potential sealing surfaces to determine the condition of the area to be plugged. From there, Hibbard Inshore selects the proper type of bulkhead plug for each situation and either designs a permanent plugging method or works with manufacturers to design and build temporary mechanical plugs to be put in place by an ROV. Both permanent and temporary plugs can be installed without dewatering or building of coffer dams in order to allow for the safe replacement of items like turbine shut off valves.

In addition to providing plugs for valve replacement, Hibbard Inshore has assisted in decommissioning shafts in a water system to help prevent contamination, permanently plugging the leaking area in a large flooded mine so that the mine could be pumped dry and re-commissioned, and plugging leaking holes in the floor of an active surge shaft that could have undermined the structural integrity of the shaft.

In the case of temporary bulkhead plugs, the plugs allow a seal to be made on the upstream side of the piping that will allow just the section of piping downstream of the plug to be dewatered for the replacement of a valve or gate. The plugs are uniquely designed for each project including the safety of workers downstream of the plug. The Hibbard Inshore team evaluates the sealing methods, number of seals, integrity monitoring, and system redundancies depending on requirements. Once the plug is installed by the ROV, the downstream portion of the pipe or pipes is dewatered and the valve or gate is safely replaced. Upon replacement, the downstream section is flooded, and the plug is removed by the ROV so that the facility can resume normal operations.
