Managing daily operations is difficult considering tight budgets, increasing regulations and fluctuating workloads, staffing and unanticipated emergencies. Projects and programs have also become more complex, requiring greater technical and regulatory specialization. We understand the water and wastewater business and have provided extension-of-staff services to California’s public agencies for 30 years.

Wastewater Contract Operations

Our wastewater contract operators run plants up to 2 million gallons per day (MGD) in capacity. We specialize in permitting, regulatory compliance, energy efficiency, constructability, trouble-shooting and plant start-up issues. Our wastewater contract operations staff can provide experienced and cost-effective short-term and long-term staffing to deal with today’s uncertain staffing and budgetary issues. We have continuously operated several public plants in Southern California since 1986, providing both general management and Grade I-V certified operators.

Engineers Plan, Design and Construct

Our engineers plan, design, construct and manage cost-effective facilities for California water/wastewater and stormwater agencies. We strive to develop and implement practical programs and projects, using existing facilities prudently and innovatively before spending on costly new and expanded facilities. We are experts in pipeline improvement projects and specialize in trenchless technology construction to help clients avoid unnecessary costs and secure timely environmental approvals. Our award-winning projects incorporating trenchless design have saved our clients considerable time and money.

Funding Assistance

We assist agencies in identifying appropriate grant opportunities for projects and use a targeted approach to analyze clients’ objectives, match goals to opportunities, and employ a ‘writing-to-win’ approach. We provide on-going grant monitoring and funding searches and prepare customized grant opportunity updates. We maintain close relationships with funding agencies to obtain key information about the successful awards of grant funds.

Master Planning

We specialize in developing master plans for water-related infrastructure. We work with agencies to develop a comprehensive review and evaluation of capacity and to provide a guide for capital improvements that will economically accommodate an agency’s future needs. Our engineers, modeling professionals and GIS specialists work on projects as small as college campuses or residential subdivisions and as large as “all-pipe” analysis of population centers of 250,000 residences. We model plans to the unique needs and budgets of each client. Our expertise in developing calibrated hydraulic system models allows us to evaluate redundancy, risk, level of service, water quality, performance and various alternative simulations or “what-if” scenarios.
