Our environmental engineers, planners and regulatory specialists have a successful record of cost-effectively navigating our clients through California’s air quality and climate change requirements. Our professionally qualified teams conduct the necessary analyses and prepare documentation that balances various project elements to assist our clients in achieving California’s air quality and climate protection goals.
CEQA/NEPA
We have more than 30 years’ experience successfully preparing and processing California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents, often for high-profile, controversial projects. Our environmental planners, scientists and engineers provide a full range of CEQA/NEPA compliance services for water/wastewater infrastructure, schools, hospitals, public and private infrastructure, traditional and renewable energy, large land development/entitlement, and regional planning.

With more than 100 years of combined experience working with public agencies, special districts and private clients throughout California, our managers are expert at complying with local, state, and federal guidelines and protocols, as well as Native American consultations.
Hazardous Waste Management/Phase I & II
Our team of geologists, environmental engineers and scientists design, implement and manage all aspects of site remediation, environmental due diligence, cost/benefit analysis, and environmental program management. We make our clients’ project goals our own. We consistently deliver environmental studies and remediation efforts that cost-effectively meet short-term requirements while minimizing long-term exposure to risk and future cost. We have a proven record working with private and public property owners to identify and manage environmental liabilities, mitigate risks, minimize surprises and make the best use of capital expenditures related to environmental projects. We typically coordinate with California’s regulatory agencies, including the Regional Water Quality Control Board (RWQCB), Department of Toxic Substances Control (DTSC), Department of Environmental Health (DEH) and local agencies.
Noise Studies
Our certified acousticians conduct acoustical, noise and vibration studies to evaluate potential effects of noise on individuals, businesses, institutions, communities and biological resources. Our acoustical services include existing conditions measurements in the field, impacts analyses, noise attenuation studies and technical reports in support of CEQA/NEPA documents.
Regulatory Compliance
California has a unique, complex regulatory environment with overlapping and often conflicting local, state and federal regulatory requirements. Sometimes, well-designed and successfully entitled projects are never constructed because applicants are unable to navigate California’s regulatory processes and permits are not obtained.
