Plan Review Services
ECS has served the metropolitan Washington, DC area for more than 25 years providing geotechnical engineering, environmental consulting, construction materials testing and observations, facilities engineering services, and more recently code compliance consulting services. ECS is approved to provide Third Party Plan Review services for the District of Columbia. Less formal peer review services are provided in numerous DC area jurisdictions.
Code Compliance Consulting Services

ECS is a certified Third Party Plan Review Agency for the District of Columbia Department of Consumer and Regulatory Affairs (DCRA).
Third Party Inspection Services
ECS has served the greater metropolitan Washington, DC area for more than 25 years providing geotechnical engineering, environmental consulting, construction materials testing and observations, and facilities engineering services. ECS provides both Special Inspections (i.e., IBC Chapter 17) and Third Party Inspections (MEP, Fire, Architectural) as a certified Third Party Agency for the District of Columbia Department of Consumer and Regulatory Affairs (DCRA).

Geotechnical Engineering Services
ECS develops geotechnical exploration programs in support of each client’s project. We know that what’s below the surface can be as crucial and complex as the structure it supports. Our team approach to geotechnical engineering extends beyond simply providing engineering data. We educate our clients about the risks and benefits of the engineering recommendations we make.
Environmental Services
The ECS Environmental Services Group has experience with due diligence requirements and knowledge of federal, state, and local regulations to help our clients manage specific environmental conditions that may be encountered on project sites.
Construction Materials Testing Services
Construction Materials Testing (CMT) describes several different types of services, but it primarily involves testing structural materials used to build a new project from the ground up, materials and components used to construct a new addition, or new components being added to an existing facility. These include earthwork, shallow and deep foundations, destructive and non-destructive concrete testing, wood construction observations, structural masonry, structural steel, sprayed-on fireproofing, exterior insulation and finishing systems (EIFs), roofing evaluation and testing, and asphalt pavement evaluation and testing.
Facilities Assessment Inspection Services
The ECS Facilities Group provides a wide range of investigation and evaluation services for existing structures and associated areas (such as parking lots, curbs and sidewalks). Our services are designed to assist property owners, property managers, developers, financial institutions, contractors and prospective buyers.
