Class Environmental Assessments for Hydro-Electric Projects
Based on extensive consultation between the Ontario Waterpower Association and its members (ORTECH was actively involved in this consultation process), the Ministry of Environment and the Ministry of Natural Resources recognized that the Renewable Energy Approval process in its original state would be poorly equipped to expedite the process for water power projects beyond what the Class EA provides. This regulatory conclusion means that for water power, the existing Class EA under O.Reg. 116/01 remains in effect and the federal provincial cooperation agreement still applies.
Pre-Environmental Assessment (Pre-EA) Services
ORTECH offers a number of Pre-Environmental Assessment services to developers and construction firms. ORTECH would like to discuss any of your needs with our team.

Emissions Summary and Dispersion Modelling (ESDM) Reports
An Emissions Summary and Dispersion Modelling (ESDM) Report is a report that, as its name implies, covers an assessment of air pollution emissions from a facility, and how they disperse after they are released. An ESDM report must specifically include the content listed in, and use the methodologies described in, section 20 of O. Reg. 419/05. This regulation also lists when a facility is required to prepare an ESDM report.
Services for ECAs with Limited Operational Flexibility
Environmental Compliance Approvals (ECAs) may include certain powerful conditions, called Limited Operational Flexibility (LOF) conditions that allow certain modifications to be made to the approved Facility without first obtaining an ECA amendment (avoiding lengthy reviews of a year or more). An approval with these conditions is called Environmental Compliance Approval with Limited Operational Flexibility (ECAwLOF), although some older approvals (issued prior to October 31, 2011) may be called Basic Comprehensive Certificates of Approval.
National Pollutant Release Inventory (NPRI) Services
The National Pollutant Release Inventory (NPRI) is a reporting program maintained by Environment Canada to keep track of pollutant releases to air, water, and land, as well as pollutant disposal and recycling. Environment Canada publishes annual notices in the Canada Gazette requiring mandatory reporting to the NPRI if certain thresholds are met. Reporting is done online using Environment Canada’s Single Window Information Manager (SWIM) website.Land Use Planning Support Services
