Air Quality Resources

Air Quality

ECT specializes in air quality permitting and compliance services, including regulatory review and strategy planning, emission source inventory and audit reviews, emission control evaluations, meteorology, air dispersion modeling, and agency coordination and negotiations. ECT has successfully provided air quality engineering and permitting services for a wide variety of industrial facilities throughout the U.S. Based on this experience and our relationships with regulatory agencies, ECT has a current and sound working knowledge of the complex air permitting issues and ever-changing air quality regulations and requirements to meet the needs of our clients.

Natural Resource Management & Permitting

Natural Resource Management

ECT provides innovative management and restoration solutions founded on the interrelationship of water, climate, soil, and the effects on plants, animals, and the human environment. ECT’s knowledge of social, regulatory, and stakeholder issues allows clients to restore or preserve lands and waterways, as well as manage natural resource assets in a transparent and financially and socially responsible manner. ECT maintains working relationships with federal, state, county, and municipal agencies to facilitate timely permitting and approvals for projects of all sizes.

Siting, Licensing & Permitting

ECT has a long record of successfully carrying out complex, multidisciplinary site selection evaluations of environmental, social, economic, and land use issues. In addition, ECT has been licensing and permitting power plants; corridors for electrical transmission lines, fuel pipelines, utilities, and transportation systems; mine sites; water/wastewater systems; and other industrial, commercial, and municipal facilities for decades.

Socioeconomic & Land Use Planning

ECT’s certified planners review land use development and zoning codes and comprehensive plans for consistency and compatibility of proposed projects. ECT provides related services involving socioeconomic, demographic, and aesthetic analyses in support of site selection studies for proposed projects having the potential to impact surrounding properties.

Performance Assurance & Compliance

Compliance Strategy Development

The best way to improve environmental performance is by implementing a robust all-inclusive Environmental Management System (EMS). Goals achieved by implementing an EMS include: continued environmental compliance, promoting the efficient use of energy, expanding efforts to reduce, reuse and recycle waste products and serving as good community partners. System implementation is a continually improving process of setting goals for environmental improvement, developing policies and procedures to meet those goals, evaluating performance, developing corrective actions and performing management reviews.

Environmental Asset & Compliance Management System

The Environmental Asset & Compliance Management System (EACMS) is an integral component to the EMS work flow. This tool can facilitate the data management for any type of linear or site-specific system. The EACMS is a multi-user, Web-enabled database and map which can be customized to meet a client’s needs. The EACMS can provide a wide range of base map data and client specific data. Map data includes site or equipment locations, natural features, infrastructure and aerial images. The client-specific data includes PDF versions of reports, maps and plans. Development of parameter-driven queries can provide the user access to data through the system as well. These queries provide instant and up-to-date answers to some of the most common status requests. The end result is a multifunctional, Web-based system that provides the user with tools for efficient auditing, reporting, planning, and permitting.

Environmental Auditing

ECT performs environmental compliance audits to provide an independent evaluation of our client’s compliance status with applicable statutory and regulatory environmental requirements in accordance with all federal, state, and local environmental regulations. The environmental audit includes a review of the applicability and status of compliance (whether by regulation, permit or other commitment).

Reporting

State Air Emission Reporting System (e.g. MAERS), Greenhouse Gas Reporting, Hazardous Waste Biennial Reporting, SARA Title III Reporting, NPDES Discharge Monitoring Reporting.

Permitting

Air Quality Permitting, National Pollution Discharge Elimination System (NPDES) Permitting, Local Sewer Use Permitting, Local Soil Erosion and Sedimentation Control Permitting.

Plan Development

Through reports and plans ECT tracks material usage, reviews hazardous and non-hazardous waste manifests and waste characterizations, conducts material surveys, and calculates releases to the air, water, and ground. All tasks require a thorough understanding of a client’s operations from start to finish.
